On the last day of Oban, the harbor had thousands of people who braved the cold to come with lanterns. Prime Minister Adoji Ito was due to give his annual speech related to Oban and the spirits of the dead. The President was known to ask numerous local organizations, schools, and groups to participate in a national remembrance of the spirits of the past, long forgotten and recently departed alike. Thousands would bundle up and participate, setting their respective lanterns to float in the Tokyo Bay, illuminating the large body of water with many decorated lanterns.
Of course, the crew that would later clean up the lanterns bemoaned the dark, cold, and superstitious parts of the process.
The speech was due in a half hour and the crowds were already assembling. A few vendors and priests were about to sell charms and supplies including half-assembled Oban Lanterns that allowed for some customization for those who didn't have the time or ability to make one from scratch. A small cadre of daners were performing the Obon Dance for the populace to see and respond to. Security was tight as was any scene where the president was involved. A stage was setup near the harbor where everyone would deploy their lanterns, while a tent surrounded by the infamous men in black suits could be seen, reflecting where the President was making his preparations.
